Queens: Arsonist Claims Life of Woman

9.5.19| Video by Adam Balhetchet| Reported by S.B.| QUEENS VILLAGE, Queens- Rampersaud Persaud, a 49-year-old male was charged with 2 counts of murder and 2 counts of arson. According to police, the murder by arson happened on September 3rd, 11:10 p.m. on the first floor of a private residence located at 88-20 219th Street. Bibi Jasmin, a 63-year-old female was pronounced dead at the scene. Prior to the house fire, Jasmin was still recovering from a stroke which might have made it difficult to escape the fire. It is believed that Persaud was angry about being told to move out of Jasmin’s home after living there for months with his girlfriend, Jasmin’s niece. According to Jasmin’s daughter, about three weeks ago, Persaud was harassing Jasmin and threatening to shoot her.
